The aim of this study is to examine the theses and articles included in the YOK National Thesis Center and Google Scholar databases that have conducted field research in public institutions related to talent management strategy and to evaluate the existence of a “policy implementation gap” for talent management practice in the Turkish public personnel system. For this purpose, firstly, the concept of talent management has been discussed and the process of talent management practice gaining a place in Turkish public administration has been explained. After the conceptual framework was created, the data obtained through document analysis were analyzed by descriptive analysis method. In the study; it was determined that among the 41 academic studies examined, 26 of them concluded that there is a negative perception/attitude towards talent management and its practices and 16 of them were published after the Presidential Decree No. 1.
Bu çalışmanın amacı; YÖK Ulusal Tez Merkezi ve Google Scholar veri tabanlarında yer alan, yetenek yönetimi stratejisi ile ilgili kamu kurumlarında alan araştırması yürütmüş tezleri ve makaleleri inceleyerek Türk kamu personel sisteminde yetenek yönetimi uygulamasına yönelik bir “politika uygulama boşluğu” nun varlığını değerlendirmektir. Bu amaç doğrultusunda öncelikle yetenek yönetiminin kavramsal çerçevesi ele alınmış ve yetenek yönetimi uygulamasının Türk kamu yönetiminde yer edinme süreci açıklanmıştır. Oluşturulan kavramsal çerçeve sonrasında, veri tabanlarından doküman analizi yoluyla elde edilen veriler betimsel analiz yöntemi ile analiz edilmiştir. Çalışmada; incelenen 41 adet akademik çalışma içerisinde 26’sının yetenek yönetimi ve uygulamalarına yönelik olumsuz algının/tutumun varlığı sonucuna ulaştığı ve bunlardan 16 tanesinin de 1 sayılı Cumhurbaşkanlığı kararnamesi sonrasında yayınlandığı tespit edilmiştir.
